[WebGL] TouchPhase.Stationary not working on WebGL build
Reproduction steps:
1. Open attached Project
2. Open Assets\\Scenes\\SampleScene Scene
3. Build and Run for WebGL
4. Touch and Hold on the Screen (Without moving a finger)
Expected result: Red and White Particles appear
Actual result: Red Particles appear
Reproducible with: 2019.4.25f1, 2020.3.6f1, 2021.1.5f1, 2021.2.0a15
