[WebGL] "Run in Background" ticks slower than 1 FPS
-e: see title. when this was introduced we said it'd tick with 1 fps when the tab is inactive but it looks like it is actually ticking slower than that
-repro
--build and run attached attached project
--press T to start timer
--switch to different tab for 5 seconds
--switch back to game tab
--NOTICE the timer didn't tick up by 5 seconds
