[WebGL] release build fails when thread support is enabled
-e: see title, enabling development build successfully finishes the build
-repro:
--open attached project
--start a webgl build
--NOTICE it fails building throwing errors:
---DirectoryNotFoundException: Directory '...2019.1.0a11\Editor\Data\PlaybackEngines\WebGLSupport\BuildTools\lib\modules_mt' not found.
