[WebGL] read-only template file stops build

--open attached project (from the bug conversion edit)
--try building for webgl using the test template
--NOTICE build fails with error
UnauthorizedAccessException: Access to the path "C:\HWSB\main\manual\VehicleSpinner\Temp\StagingArea\Data\index.html" is denied
