[WebGL] MissingMethodException thrown for System.ComponentModel.TypeDescriptor.GetConverter
Steps to reproduce:
1. Open user-attached project
2. Build for WebGL (Development Build)
Expected result: the method executes without fail
Actual result: a MissingMethodException error is thrown
Reproduced with: 2017.1.1f1, 2017.4.5f1, 2018.1.5f1
Not reproduced with: 2018.2.0a1, 2018.2.0b9, 2018.3.0a1
Note: the problem is no longer present in Unity 2018.2 and up
