[WebGL][M1] Cut/Copy/Paste/Select hotkeys are wrong on MacOS when built on WebGL
Reproduction steps:
1. Open the user's attached project
2. Build and Run
3. Type text in Text Field
4. Press Cmd-A to select full text
5. Press Ctrl-A
Expected result: Text was selected using Cmd-A
Actual result: Text was selected using Ctrl-A
Reproduced with: 2020.3.32f1, 2021.2.17f1
Not reproduced with: 2019.4.37f1, 2021.2.19f1, 2022.1.0b15, 2022.2.0a9
Could not test with: 2021.2.18f1 (can't open the project)
