[WebGL] Loading bar is stuck at 90% when publishing build to play.unity.com
Reproduction steps:
1. Open the attached project "1378930.zip"
2. Build and publish to play.unity.com (In menu bar go to Publish > WebGL Project)
3. In the opened web browser window press the "Play" button to start built game
Expected result: The game is loaded
Actual result: The loading bar is stuck at 90%
Reproducible with: 2021.2.0b1, 2021.2.8f1, 2022.1.0a1, 2022.1.0b4, 2022.2.0a2
Not reproducible with: 2019.4.34f1, 2020.3.26f1, 2021.2.0a21
