[WebGL][Input System] Pointer position always returns (0, screenHeight) values
How to reproduce:
1. Open the user's attached project
2. Select File/Build Settings and switch to WebGL
3. Build and Run the SCENE (see edit notes)
4. Move the view by dragging the mouse pointer
Expected result: the view rotates and the pointer position values update
Actual result: the view does not rotate and the pointer position values don't update
Reproducible with: 2021.2.0b1, 2021.2.0b3, 2022.1.0a2
Not reproducible with: 2020.3.14f1, 2021.1.15f1, 2021.2.0a21
Could not test with: 2018.4 (could not downgrade), 2019.4 (not related errors when launching a build)
Note: Issue is reproducible on Windows and not reproducible on MacOS
