WebGL doesn't compile JSLIB when in Development mode with Use pre-built engine option
To reproduce:
1) Open attached project and scene
2) Make sure Development Build and Use Prebuilt Engine are enabled
3) Build and run for WebGL
Expected: The scene runs normally
Actual: There is an error for an undefined variable
Doesn't happen in a non-dev build
Reproduced in 2017.2.3f1, 2018.1.0f2, 2018.2.0b5
