[WebGL] Collider dead zone in WebGL build
Steps to reproduce:
1. Open user-attached project
2. Build for WebGL
3. Open the build and try rotating around with the mouse
Expected result: there are no dead zones and it's possible to rotate in full 360 degrees
Actual result: the collider isn't working in a particular spot and thus it is impossible to rotate around (video attached)
Not reproduced with: 2017.2.0f3, 2017.3.1p1, 2017.3.1f1, 2018.3.0a1
Reproduced with: 2017.3.1p2, 2017.4.6f1, 2018.1.1f1
Note 1: only reproduces in WebGL builds
Note 2: the issue went away with 2018.3
