WebGL Audio Chrome, Firefox can drop system volume and then restore it
How to reproduce:
1. Download attached project file and open "AudioTest" Scene
2. Build Game (make sure WebGL support is active)
3. Open built game in chrome or firefox
4. Press the bad audio button
Expected result: Audio plays properly (Check on Edge)
Actual result: Audio volume drops, in the middle of the audio file. It comes back pretty quick. You can even have something playing on iTunes, Spotify or whatever player and the volume will affect the playback volume there as well
Reproduced with: 5.5.4p4, 5.6.2f1, 5.6.3p2, 2017.1.1f1, 2017.2.0b10, 2017.3.0a7, 2019.1.0a19
Note: Repro only with Windows.
