Water brightness doesn't seem to match terrain when using daylight conditions and auto exposure
How to reproduce:
1. Download and open the attached project
2. Open the OutdoorsScene
3. Look around the scene view
Expected outcome: The water brightness matches the terrain brightness (especially when focusing on terrain)
Actual outcome: The water brightness doesn't match the terrain brightness (especially when focusing on terrain)
Reproducible with: 2020.3.46f1, 2021.3.21f1, 2022.2.11f1, 2023.1.0b8, 2023.2.0a6
