[Vulkan][URP] Visual glitches like dead pixels on Samsung S8, Adreno 540
How to reproduce:
1. Open the attached project or create a new URP template project
2. Make sure Graphics API set to Vulkan
3. Build & run on device
4. Switch to landscape mode and observe top right corner of the screen
Expected result: No rendering issues
Actual result: Visual glitches like dead pixels on the top right corner of the screen
Reproducible: 2020.2.0b9 (URP 10.0.0-preview.26), 2020.2.0b10 (URP 10.2)
