[Vulkan][OpenXR] SRP Foveation Regions Not Centered when eye-tracking is not used
Steps to reproduce:
1. Open the attached user's project "FoveationBugReport.zip"
2. Connect Meta Link to a Quest 3/3S
3. Open "Assets/Scenes/ShowShadingRates.unity" Scene
4. Enter Play Mode
Expected result: there's no offset to the foveation circles
Actual result: green crosshair is directly in the center of your vision while the location of the circles of the foveation are significantly offset to the left/right
Reproducible with: 6000.0.62f1, 6000.2.12f1, 6000.3.0b10, 6000.4.0a4, 6000.5.0a1
Environment tested: Windows 11 24H2
Reproducible with these devices:
VLNQA00644 - Oculus Quest 3S (Quest 3S), CPU: Google Tensor G2, GPU: Adreno 740, OS: 14
Notes:
-Issue is reproducible with OpenXR
-Issue is only reproducible with Vulkan
-OculusXR requires D3D11 thus the issue does not reproduce with it
-Not reproducible with D3D12
