[Vulkan][Mock HMD] Crash on "vk_icdNegotiateLoaderICDInterfaceVersion" when loading RenderDoc
Reproduction steps:
- Open the user's attached project
- Right-click on Scene or Game Window title bar
- Select “Load RenderDoc”
Expected result: RenderDoc is loaded
Actual result: crash
Reproduced with: 2020.3.36f1, 2021.3.4f1, 2922,1.5f1, 2022.2.0a17, 2023.1.0a20
Could not test with: 2019.4.40f1 (can’t use OpenXR package)
Reproducible on: Windows 11
