[Vulkan] Build freezes for several seconds on launch when using HDRP
How to reproduce:
1. Open attached project "MaterialTest.zip"
2. Build the project
3. Launch the build
4. Open the Player.log
Expected result: No freeze on the first frames
Actual result: About 14 seconds freeze on the first frames
Reproducible with - 2019.4.27f1, 2020.3.9f1, 2021.1.8f1, 2021.2.0a18

If you find a workaround, PLEASE let me know. This is causing issues for us in production.

Resolution Note:
The bug is not reproducible on 2021.3.17f1 and 2022.X after.
