[Vulkan][Android] Video Player in 2018.4 using Vulkan does not play Videos
To reproduce:
1. Open the attached "NewVideoPlayer.zip"
2. Make sure the Android Graphics API is set to Vulkan
3. Build and Run the "Far Plane" scene
4. Attempt to play any video
Expected: Videos play
Actual: Videos do not play
