[Vulkan][Android] Black screen appears immediately after launching an empty application
Repro steps:
1. Create a new project
2. Switch build target to Android
3. Make sure Vulkan is used as graphics API
4. Build and run
Actual: Black screen appears after launching the app, no splash screen
Reproducible with: 2019.1.0b9, 2019.1.14f1, 2019.2.17f1, 2019.3.0f4, 2020.1.0a17
Not reproducible with: 2017.4.35f1, 2018.4.15f1, 2019.1.0b8
