[Vulkan][AMD] Running windowed player with VSync off crashes graphics drivers
Steps to reproduce
1. Create new project
2. Open player settings
3. Disable Automatic graphics API for windows
4. Add Vulkan and make it primary API
5. Build and run player
6. In launcher window, set resolution to 1024 x 600, graphics quality to Low or Very low (these ones have VSync off by default) and run
- Graphics drivers crash
Reproduced with: 2017.4.8f1, 2018.1.9f1, 2018.2.0f1, 2018.2.2f1, 2018.3.0a7

Can reproduce, however for me it isn't crashing, but all shaders are bugging out and everything becomes really dark
