[Vuforia] AR camera not detecting Image targets when using Vuforia's database with multiple Image Targets
To reproduce:
1. Open user's project BillboardOne.zip
2. Enter Play mode to check if it detects single target - works perfectly fine
3. Open user's project BillboardAll.zip
4. Enter Play mode to check several different targets for detection
Expected: every ImageTarget is identified accordingly
Actual: most of ImageTargets are not being identified (Check .gif's found here: https://oc.unity3d.com/index.php/s/z5HrUiCfrpzvlDT)
Reproduced in: 2017.2.0p4, 2017.3.0f1, 2018.1.0a7
