Regression
No
[Linux][OpenGL]vSync enables itself when activating another display with Display.displays[#].Activate()
How to reproduce:
1. Open the attached project ('1154259rep.zip')
2. Build for Windows (make sure to include SampleScene in the build)
3. Run the build
-- observe the text written in the middle of the screen
Reproducible with: 2017.4.27f1, 2018.4.1f1, 2019.1.4f1, 2019.2.0b4, 2019.3.0a4
Note: In the example project, the script that changes the text checks QualitySettings.vSyncCount and if it's not 0, it's enabled. After 3 seconds, the second display is activated with the aforementioned method.
Note 2: Make sure to have more than one monitor in your setup. The # in the title would be one of your non-primary monitors (usually # would be 1 in this case for a dual-monitor setup).

Actually this is one reason we will probably move away from Unity pretty soon, if this could be fixed sometimes soon, we will reconsider to stay. As a paying customer this is frustrating something simple as this cannot be fixed within a few months.
