[VR] VRSettings.enabled made false via API while goggles are off is ignored when goggles are powered on
If the goggles were active when the goggles were powered off, then powering on the goggles causes the scene appears in the goggles regardless of the VRSettings.enabled value.
This bug makes it impossible to force an Oculus-enabled player to not drive the Oculus goggles via the VRSettings.enabled API while the goggles are powered off. It may seem like a corner case, and other API calls might be useful as a workaround, but the current documentation states that VRSettings.enabled globally enables or disables VR for the application.
