Video Player does not work in VR projects when using HDRP
Reproduction steps:
1. Open user attached project "VideoPlayerSample.zip"
2. File > Build And Run
3. Observe the project
4. Activate headset
Expected result: The video continues playing
Actual result: The video stops playing
Reproduced with: 1.8.2 (2022.3.11f1, 2023.1.16f1, 2023.2.0b13, 2023.3.0a9)
Could not test with: 1.8.2 (2021.3.31f1) (can't build the project)
Reproducible on: Windows 10
Not reproducible on: No other environment tested

Resolution Note:
Solved via an improvement that helps the VideoPlayer keep up when the game iteration rate is slower than the movie's video frame rate.
