[VR]Smaller Billboard textures(leaves, particles) still heavily rotate in relation to headset
Steps to reproduce:
1. Download and open the latest attached project(oc link)
2. Open scene "Scene"
3. Enter Playmode
4. Rotate headset around
5. Observe leaf textures on trees
Expected result: textures should move minimally or not at all
Actual result: textures move heavily when the headset view moves
Reproduced on: 2017.1.2f1, 2017.2.0f3, 2017.3.0b4, 2018.1.0a1
