[VR]Post-Exposure on a dimly lit scene results in color artifacting
Steps to reproduce:
1. Download and open latest attached project(oc link)
2. Rebake lights if needed
3. Enter playmode in VR
4. Compare Scene view and Game view
Expected result: object colors look the same on both
Actual result: object colors are distorted in the game view
Reproduced on 2018.3.6f1 on LWRP 4.9.0, 2019.1.0b3, 2019.2.0a5 on LWRP 5.2.3
