[VR][LWRP]Transparent objects are overlayed by opaque objects when LWRP is used in VR
Steps to reproduce:
1. Create a new project with the LWRP for VR template
2. Create a new transparent material and add it to a new scene object
3. Enter playmode in VR
4. Aim view to be through the transparent cube
Expected result: transparent object and objects behind it are mixed to appear transparent
Actual result: transparent object gets completely overdrawn by opaque objects
Reproduced on 2019.1.0a9 LWRP 5.0.0
Not reproduced on 2019.1.0a9 LWRP 4.1.0
