[XR][URP] Scene does not render on an HMD when Target Eye is set to Left or Right on a Camera
How to reproduce:
1. Open the "1159624_repro" project
2. Open "Scenes/SampleScene" Scene
3. Enter the Play Mode with an HMD
Expected result: Scene plays in HMD
Actual result: Black Screen in HMD
Reproducible with 2018.4.2f1, 2019.1.5f1, 2019.2.0b5, 2019.3.0a5
Note: Not reproducible on the default Render Pipeline

Resolution Note:
We are reducing our support for the original XR system in lieu of the new XR SDK interface, and support of SteamVR in being handled by Valve through their OpenVR XR SDK plugin. As such, we are not addressing non-critical SteamVR-related issues, and this case is being closed as a Won't Fix issue. If you feel that this is still a blocking issue for you, please reopen the case.
