[XR] Half of screen is always shaded in Single Pass Instanced on AMD cards

Steps to reproduce:
1. Download and open the attached project
2. Enter Playmode

Expected result: scene gets shaded according to the scene objects
Actual result: top left half of the game view is all shaded

Reproduced on 2017.15f1, 2018.1.9f2, 2018.2.16f1, 2018.3.0b10, 2019.1.0a9

Notes:
-DUT:
Reproducible: Radeon Pro WX 9100
Not reproducible GTX 970
-Switching rendering to deffered also causes right eye render to be distorted

    Given the changes in Unity with respect to our XR device support (moving to XR SDK), reduced support for single-pass instancing, and the age of this bug, marking this issue as Won't Fix.
