[VR Graphics] GlobalFog renders incorrectly on Vive when tilting head
Steps to reproduce:
1. Download and open attached project "Unity GlobalFog Vive bug report.zip"
2. Open scene "scene"
3. Make sure VR Mode is on
4. Play scene
Actual result: When tilting head sideways, the fog is rendered at different height for each eye
Expected: No visible difference between eyes in fog height
Tested and reproduced on:
Windows 10
Unity 5.4.0f3, 5.5.0a4, 2019.2.0a7
HTC Vive
Not reproducible on Oculus CV1
