We also experienced a similar problem. We tried Unity 4.6.1, VS Update 4, and couldn't get Microsoft Ad plugins to work. After we've read here on the forums on several places, that with VS Update 3 it doesn't work either, we didn't try it. We've just released a game for Windows Phone, and we cannot put Ads into 8.1 versions now, which is problematic, cause we don't have any other way to get income. It would be nice to hear some official Unity opinion about this, or some official solution for this.

I installed both Unit 4.6 and VS Update 4 and I had this issue. I tried uninstalling/reinstalling VS with Update 3 but it's still broken. I'm not sure what's going on here. It only happens when the advertising SDK is referenced by the app.
