Visual Studio reloads each module when Incremental Compiler is used in the project
Steps to reproduce:
1. Download and open the latest attached project(Hanging.rar)
2. Open any scripts in Visual Studio
3. Change the name of any script
Expected result: near instant assembly reload
Actual result: as more modules are added, the assembly reload time ends up being long
Reproduced on 2018.1.9f2, 2018.2.7f1, 2018.3.0b1
