Visual Effect created in Prefab Hierarchy creates it instead in Scene View
How to reproduce:
1. Open any project with Visual Effect Graph added
2. Create a Prefab and open it in context or isolation
3. Right-click in Hierarchy and select "Visual Effects" > "Visual Effect"
4. Observe created Visual Effect Graph in Scene Hierarchy
Actual result: Visual Effect is created in Scene Hierarchy and not in Prefab Hierarchy when created in Hierarchy, if it is created by right-clicking the Prefab Parent GameObject instead, it is created as a child
Expected result: Visual Effect is created as a child of the Prefab when created by right-clicking anywhere in Prefab Hierarchy
Reproducible with: 10.10.1, 12.1.11, 14.0.7, 15.0.5, 16.0.1 (2020.3.47f1, 2021.3.24f1, 2022.2.17f1, 2023.1.0b13, 2023.2.0a11)
