View breaks when eyeTextureResolutionScale / renderViewportScale are changed and HDR is off
Steps to reproduce:
1. Download and open the attached project
2. Enter Playmode in VR
Expected result: render scale and resolution are changed
Actual result: view matrices become broken\
Reproduced on 2019.1.0a4, 2019.1.0b5, 2019.2.0a6
Not reproduced on 2018.3.7f1, 2019.1.0a3
