[Video] [Windows 7] WindowsVideoMedia errors are thrown on standalone builds when playing MP4 files hosted on certain servers
How to reproduce:
1. Open the user's attached project on Windows 7 machine
2. Build and Run the standalone build
3. Enter this URL "https://www.adventureacademy.com/cdn/v17.0/unity/v1.0/Video/41240/video/sff001_seaotters_cid_41240.mp4"
4. Press the Play button
Expected results: Video starts playing
Actual results: Video is loaded but doesn't start playing; WindowsVideoMedia errors are thrown
Reproducible with: 2018.4.3f1, 2018.4.17f1, 2019.2.20f1, 2019.3.0f4, 2020.1.0a15
Not reproducible with: 2017.4.36f1, 2018.4.2f1
