Video Player on Windows and Android start playing videos 1 or 2 frames late
To reproduce:
1. Open the user's attached project
2. Play on Windows Editor or on any Android device
3. Use the Game's UI to select the "MZ 108" video and Download it
4. Click "Prepare Video"
5. Click the ">" button to advance the video by one frame
Expected result: The video starts in the first frame
Actual result: The video starts after 1 or 2 empty frames
Reproduced with: 2017.4.26f1, 2018.4.0f1, 2019.1.1f1, 2019.2.0b1, 2019.3.0a2
Mac, iOS does not reproduce the issue. The video starts in the first frame.

This issue continues to plague me, and makes using looping video almost unusable. Please, please fix this.
