Video playback stops and cannot be resumed when returned from the background with VideoPlayer.isLooping set to true
How to reproduce:
1. Open the attached project
2. Build And Run the project
3. Minimize the app window during video playback (shortcut: Windows key + DownArrow key)
4. Restore the app window (shortcut: Windows key + UpArrow key)
5. Observe the behavior of the video
Expected results: Video continues to play normally
Actual results: Video is stopped and cannot be resumed
Reproducible with: 2022.3.18f1, 2023.2.7f1, 2023.3.0a14, 2023.3.0b4
Not reproducible with: 2021.3.34f1, 2023.3.0a13
Reproducible on: Windows 11 22H2
Not reproducible on: No other environment tested

Resolution Note (fix version 6000.0.1f1):
Restoring app window via WindowsKey-UpArrow has different timing implications than restoring by clicking on the app icon in the task bar. This leads to a different ramp-up of the graphics pipeline before render times become stable again, which the VideoPlayer did not take into account. Not it does, which fixes the looping detection logic.
