Video can be transcoded while it is playing in scene
To reproduce:
1. Import any video clip
2. Add it to scene
3. Play scene
4. Select Video clip in Project view
5. Transcode
Actual: Video starts transcoding. After transcoding pop-up with force-quit option appears
Expected: Video transcoding shouldn't start while video is playing
Reproducible: 2017.01b4
