[VFX Graph] Subgraph blocks and operators are not re-compiled when Compile button is pressed
How to reproduce:
1. Create a new vfx graph
2. Convert Set Color over Life to Subgraph Block
3. Open Subgraph Block
4. Change Set Color over Life to any other color
5. Click Compile button
Expected result: Effect gets recompiled and color changes
Actual result: Nothing happens
Reproducible with: 2021.2.0b16 (12.1.0), 2022.1.0a16 (13.1.1)
Not reproducible with: 2021.2.0b15 (12.0.0)
Notes:
1. Workaround - save the Subgraph Block, Operator instead of compilingiu
