[VFX Graph][Oculus][Vulkan] Chained GPU Events are not running on Quest 2
How to reproduce:
- Import the attached package
- Build it for Oculus
- Observe that chained GPU Events are not spawned:

It is a driver issue on Qualcomm side, we have raised this bug to them
