Vertical Scrollbar constantly changes Value when is used with Scroll View and is active in a Scene
How to reproduce:
1. Download and open attached "Scrollbar" project
2. Open Scene "Main"
3. Select "Scrollbar Vertical" object in Hierarchy under "Internet View"
Expected result: Scrollbar Value property is staying the same
Actual result: Scrollbar Value property is constantly changing from 0 to 1
Reproduces with: 2017.3.0b4, 2017.4.8f1, 2018.1.9f1, 2018.2.1f1, 2018.3.0a6
Does not reproduce with: 2017.1.5f1, 2017.2.3p2, 2019.1.0a2
Notes: In all versions (2017.1 - 2018.3) it is unable to deactivate Scrollbar in the Inspector.
From version 2018.2.0a1 this rapid Scrollbar Value change causes Editor to constantly register changes in the Scene (e.g. saving a Scene always shows there are new changes made to the current Scene).
