[VCS] Animations and AnimationControllers are editable when not checked out in VCS
How to reproduce:
1. Create a new project in your preferred workspace
2. Connect it to perforce and create a new animation controller
3. Submit the newly created animation controller
4. Double click the animation controller in the Project Window
5. Try to edit values in the animation controller
Expected Result: All values are greyed out if the object is not Checked Out
Actual Result: You can edit all the values of the Animation Controller
