Value of horizontal Scrollbars is reset to 0 when scrolling a vertical Scrollbar in a nested ScrollRect
How to reproduce:
1. Open the user-submitted project and open the scene "bug" (Assets/Scenes/bug.unity)
2. Open the Game view window (Window > General > Game)
3. Open the Aspect dropdown and press the "+" button
4. Add the resolution of X: 1080, Y: 1920 and enter Play mode
5. In the Game view, scroll the first horizontal Scrollbar to the right
6. Scroll the vertical Scrollbar to the bottom and back to the top
7. Inspect the first horizontal Scrollbar
Expected result: The Scrollbar remains scrolled to the right side
Actual result: The Scrollbar is back on the left side
Reproducible with: 2019.4.37f1, 2020.3.32f1, 2021.2.17f1, 2022.1.0b13, 2022.2.0a8
