[UWP] IL2CPP build fails if .winmd plugin references System.Xml due to an exception in il2cpp.exe
Steps to reproduce:
1. Download attached project
2. Switch platform to UWP
3. Change backend to IL2CPP
4. Build project
5. Notice error in the console
Results: UWP build fails due to the exception in il2cpp.exe
Reproduced with: 2018.3.0a1, 2018.2.0b8, 2018.1.4f1, 2017.4.5f1, 2017.1.4f1
Reproducible with .NET 3.5 and .NET 4.x Scripting runtime versions
Not reproducible on .NET backend
