[UWP] Development Console present When not in Development Build on HMD
How to reproduce:
1. Open the attached "Test UWP Console.zip" project
2. Plug-in Acer HMD device
3. Switch and Build to UWP (without Development Build option)
4. Open Visual Studios solution -> Build project (Release, x64, Local machine)
Expected value: Development Console Window is not present
Actual value: Development Console Window is present
Reproducible with: 2018.4.31f1, 2019.4.20f1, 2020.2.4f1, 2021.1.0b7, 2021.2.0a4
Notes:
- The issue is not reproducible on HoloLens

Resolution Note (2021.2.X):
Building "Release" config will build development build. This is by design. Build "Master" if you want to build a non-development build.
