[UWP] Build Failure when building project with Universal Windows plugin
Steps to reproduce:
1. Download attached project
2. Build project for UWP
Results: Build fails with "Reference rewriter: Error: method `System.String[] System.String::Split(System.String,System.StringSplitOptions)` doesn't exist in target framework. It is referenced from StringSplitIssueRepro.dll at System.Void StringSplitTest::.ctor()."
Reproduced with: 20201.0.a12, 2019.3.0b8, 2019.2.11f1, 2018.4.12f1
Note:
- The issue is reproducible with "Class Library (Universal Windows)" DLL, minimum platform version set to 16299
- Not reproducible with minimum platform version set to 15063
- Not reproducible with "Class Library (.NET Standard)" DLL.
