[UWP] App doesn't detect that location service got enable if app is started while service was disabled
Steps to reproduce:
1. Build project for UWP
2. Disable location service in system settings
3. Run app and press start. It says location is disabled
4. Minimize app and enable location service in system settings
5. Restore app and press start button again. It says location is still disabled
6. Restart app and check it can now correctly recognize location availability
Reproduced with: 5.3.1f1, 5.3.6p4, 5.4.0p4, 5.5.0b2
Not reproducible/different issue: 5.2.5f1
