Using Native Plugin from a Managed Plugin fails in built game
Reproduced in:
1. Open user attached project
2. Build & Run
3. Observe that .dll is not loaded with
"Fallback handler could not load library D:/Downloads/case_1056688-NativeDllBug/Build/NativeDllBug_Data/NativeDllBug_Data/Mono/pdfium.dll"
Expected result: using Native Plugin from a Managed Plugin should not fail in build

Resolution Note:
This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix for the time being. We understand that this will cause problems for some users, and so may address in a future version.
