Users have the option to duplicate Raytracing or Material Quality Keywords
*Steps to reproduce:*
# Create a 3D URP Project
# In the Project Browser create a URP Shadergraph and open it
# In the Blackboard create Keyword > Material or Raytracing Quality
# Right click it and select "Duplicate"
*Actual results:* Nothing happens, some windows are repainted
*Expected results:* Option to duplicate the Keywords is not accessible to users
*Reproducible with versions:* 2021.3.40f1, 2022.3.38f1, 6000.0.11f1
*Tested on (OS):* Windows 10/11
