[Usability] Session and Log timestamps do not take into account User preferences in Cloud Settings
*Steps to reproduce:*
1. ** In Unity Cloud go to Account Settings and observe the Time Zone set
2. Observe your local time and trigger any session
3. In Cloud Diagnostics Dashboard observe Logs or Sessions for whichever Project you triggered a session
*Expected result:* Cloud Preferences timezone is used
*Actual result:* UTC time is displayed
*Reproducible with versions:* 6000.2.0b7
*Tested on (OS):* macOS Sequoia 15.4 (M4)
