URPUnlitShaderBasic is not displayed when RenderQueue is set below 2501
How to reproduce:
1. Open the attached project "TestURPUnlitShaderBasic.zip"
2. Select Assets/Cube.mat
Expected results: The Cube GameObject is visible in the Scene view
Actual results: The Cube GameObject is not visible in the Scene view
Reproducible with: 2021.3.28f1, 2022.3.4f1, 2023.1.2f1, 2023.2.0a22
